About us

The programs of the Faculty of Social Sciences and Humanities (Law, Psychology, and the Humanities area) strive to position the Observatory of Poverty, Social Inclusion, and Equity of the University of Sinú “Elías Bechara Zainúm” Cartagena Branch (OPISE), through its various manifestations. Therefore, we have set out to be a benchmark in generating knowledge about the daily lives of communities living in multidimensional and extreme poverty, which leads to their social exclusion by the State. We aim to encourage public authorities to support the improvement of living conditions in equity for people in this situation, in the city of Cartagena, on the Caribbean Coast, in Colombia in general, and in other parts of the world, through academic production, research, social outreach, and the internationalization of its processes.

Mission

The Observatory of Poverty, Social Inclusion and Equity, “Elías Bechara Zainúm” is an academic-research space, with social outreach and internationalization, of the different academic programs of the University of Sinú, Cartagena branch, to contribute to the analysis of multidimensional, income and extreme poverty in Cartagena and Bolívar, through the generation of academic-scientific information that allows the establishment of the conditions of exclusion from development and influence the formulation and monitoring of public policies at the local and regional level, as a framework of University Social Responsibility, in the management of the social and cognitive impact of the social reality of Cartagena and Bolívar.

Vision

The Observatory of Poverty, Social Inclusion and Equity, “Elías Bechara Zainúm” is an entity recognized for the quality, timeliness and relevance of the information it produces, and will become an essential resource for those responsible for developing and implementing programs or projects aimed at overcoming poverty and extreme poverty at the local, regional and national levels.

General objective

The overall objective of the "Elías Bechara Zainúm" Observatory of Poverty, Inclusion and Equity is to contribute knowledge to the fight against poverty in the city of Cartagena, the Department of Bolívar, and the region
In the Caribbean and in Colombia in general, with international collaboration, to be a scientific and research benchmark for the generation of knowledge on multidimensional, income and extreme poverty; exclusion

Specific objectives

1.- To collect, analyze and disseminate information on multidimensional, income and extreme poverty in the city of Cartagena and other municipalities of the Department of Bolívar, the Caribbean Region and at the national level.

2.- Generate communication channels between state entities, academia, businesses and citizens in

3. To promote research and development, as well as the social appropriation of knowledge about poverty, social inclusion and equity through research groups and researchers from the various disciplines taught at the University of Sinú Cartagena Branch, in addition to articulating the processes of social projection, internationalization and academics through the use of ICTs, which strengthen the relationships between the public administration and the citizens who live in multidimensional poverty, income poverty and extreme poverty, through an environment that promotes social inclusion and equity.

4.- To promote knowledge and the exchange of information with the actors in the information ecosystem on poverty, social inclusion and equity

Functions

1.- To be a permanent instrument for consolidating, analyzing and disseminating information, as well as knowledge of poverty, social inclusion and equity.

2.- Generate understandable, accurate, timely and measurable information on poverty, social inclusion and equity.

3.- Communicate, publish and report the analysis of academic data, research results and experiences of social projection and internationalization on poverty, social inclusion and equity.

4. Support the decision-making of state entities with proposals based on policy development
